Applications are welcome from members of accredited ICH NGOs from Eastern Europe; Latin America and the Caribbean and Arab States to serve as an officer on the 2026 ICH NGO Forum Electoral Board. The Electoral Board is responsible for organizing and overseeing elections for the Executive Board, which will take place during 21.COM, to be held in Xiamen, China, from 30 November to 5 December 2026. Each year, the Electoral Board is constituted of representatives from accredited NGOs that are not standing for election. In 2026, Forum members from Western Europe and North America, Asia and the Pacific, and Africa will be elected.
Applications for serving on the Electoral Board must be submitted by 9 September 2026, midnight (Central European Time, CET). According to the Electoral Rules adopted at the Extraordinary General Assembly of 2 November 2022:
a. Candidates must not belong to the regions subject to election;
b. Candidates must be proposed by an Accredited NGO member of the ICH NGO Forum;
c. There must be three Electoral Officers selected, one from each of the three regions that
are not being elected.
Candidates for the Electoral Board must meet the following requirements:
a. Submit a letter of endorsement by an Accredited NGO member of the ICH NGO Forum;
b. Submit a CV demonstrating their experience in the Intangible Cultural Heritage field;
c. Have attended at least one General Assembly of the ICH NGO Forum;
d. Be fluent in English and/or French, both oral and written;
e. Have read the bylaws and electoral rules (attached) of the ICH NGO Forum and be willing
to undertake the tasks and responsibilities of Electoral Board members;
f. Have access to a good internet connection;
g. Be available to participate regularly in the activities of the Electoral Board.
The Executive Board will select the Electoral Officers based on the following criteria:
• Candidates are members of an Accredited NGO affiliated to the ICH NGO Forum and
have its endorsement;
• Candidates should not be from regions subject to election;
• Applicants from the same region must be selected on a “first come, first served”
basis;
• If there is no candidate from a given region, candidates from other regions can be
appointed to serve as the Electoral Officer.
The Electoral Board is to implement the following:
• Launch the Executive Board elections by 23 September 2026;
• Ensure an open and transparent online process for the call and the submission of
applications;
• Submit the profiles of the candidates to all NGOs prior to the elections;
• Organize the presentation of candidates and elections at 21.COM.

Appel à candidatures pour siéger sur le Conseil électoral du Forum des ONG-PCI 2026
Les candidatures sont ouvertes aux membres d’ONG accréditées auprès du PCI d’Europe de l’Est, d’Amérique latine et des Caraïbes, et des États arabes, afin de siéger en tant que membre du Conseil électoral du Forum des ONG-PCI 2026. Le Conseil électoral est chargé d’organiser et de superviser les élections du Conseil exécutif, qui se tiendront lors du 21.COM, à Xiamen, en Chine, du 30 novembre au 5 décembre 2026. Chaque année, le Conseil électoral est constitué de représentants d’ONG accréditées qui ne sont pas soumises à élection cette année-là. Pour 2026, les membres du Forum d’Europe occidentale et d’Amérique du Nord, d’Asie et du Pacifique, ainsi que d’Afrique seront élus. Les candidatures pour siéger au Conseil électoral doivent être soumises au plus tard le 9 septembre 2026 à minuit (heure d’Europe centrale (HEC).
Conformément au règlement électoral adopté lors de l’Assemblée générale extraordinaire du 2 novembre 2022 :
a. Les candidats ne doivent pas appartenir aux régions soumises à élection ;
b. Les candidats doivent être proposés par une ONG accréditée membre du Forum des ONG-PCI ;
c. Trois membres du Conseil électoral doivent être sélectionnés, un pour chacune des trois régions non soumises à élection.
Les candidats au Conseil électoral doivent répondre aux exigences suivantes :
a. Soumettre une lettre de recommandation d’une ONG accréditée membre du Forum des ONG-PCI ;
b. Soumettre un CV démontrant leur expérience dans le domaine du patrimoine culturel immatériel ;
c. Avoir assisté à au moins une Assemblée générale du Forum des ONG-PCI ;
d. Maîtriser l’anglais et/ou le français, tant à l’oral qu’à l’écrit ;
e. Avoir lu les statuts et le règlement électoral (ci-joints) du Forum des ONG-PCI et être
disposé à assumer les tâches et responsabilités des membres du Conseil électoral ;
f. Disposer d’une bonne connexion internet ;
g. Être disponible pour participer régulièrement aux activités du Conseil électoral.
Le Conseil exécutif sélectionnera les membres du Conseil électoral selon les critères suivants:
• Les candidats sont membres d’une ONG accréditée affiliée au Forum des ONG-PCI et bénéficient de son soutien ;
• Les candidats ne doivent pas provenir des régions soumises à élection ;
• Les candidats d’une même région seront sélectionnés selon le principe du « premier arrivé, premier servi » ;
• En l’absence de candidat pour une région donnée, des candidats d’autres régions pourront être nommés pour occuper le poste.
Le Conseil électoral devra mettre en œuvre les actions suivantes :
• Lancer les élections du Conseil exécutif au plus tard le 23 septembre 2026 ;
• Garantir un processus en ligne ouvert et transparent pour l’appel à candidatures et leur soumission ;
• Transmettre les profils des candidats à toutes les ONG avant les élections ;
• Organiser la présentation des candidats et les élections lors du 21.COM.
